Intergovernmental Coordination
How do we coordinate with other government agencies?
This Element identifies and analyzes relationships in the context of the Comprehensive Plan. Relevant federal, state, regional and local agencies including adjacent counties, cities in Alachua County and utility providers are identified. A variety of intergovernmental coordination mechanisms are reviewed and specific existing coordination mechanisms are analyzed, in terms of their effectiveness in addressing issues with intergovernmental implications. The purpose of the Intergovernmental Coordination Element is to identify and improve the processes of coordination between the County and these various authorities to create compatible, efficient and effective relationships.

The Boundary Adjustment Act, a special act adopted by the State of Florida for Alachua County, guides intergovernmental coordination relating to annexation, the Reserve Areas and Extra- Territorial Areas. The Reserve Areas are areas within which a municipality can annex and the Extra-Territorial Areas are outside of the Reserve Areas that are used for joint planning among the County and municipalities.
One aspect addressed in this Element is coordination of annexations of properties by cities and the transition of services for annexed areas,
in accordance with the Boundary Adjustment Act.
Other aspects of intergovernmental coordination are planning for public schools and coordination of capital
planning by the School Board with the County and municipalities (also covered in the Public School Facilities Element), as well as addressing impacts of development
on other local governments within and adjacent to the County. Coordination of transportation planning with the FL Department of Transportation, Metropolitan Transportation
Planning Organization and other local governments and agencies, and coordination for protection of the environment are also key objectives in the Element.

unincorporated area or with the municipality on County roads in the municipality to minimize adverse impacts on traffic flow and provide alternative routes.”
